Zdecydowanie nie polecałabym użycia 'state'. W BrE można najczęściej spotkać takie sformułowania: 'sth. declared a natural disaster' lub 'natural disaster declared in...' po prostu i już w tych zwrotach zawarty jest ten nieszczęsny 'stan' :)

W wersji amerykańskiej wybrałbym odpowiedź pidzeja, ale tekst miał być BrE, stąd taki właśnie mój wybór.
Zresztą na stronach w domenie .com ilość wystąpień również nie jest powalająca, a znacząca większość wystąpień dotyczy krajów nieanglojęzycznych.
