My understanding judging by the text is that this “coporate allocations” means 'overhead cost', it is one kind of cost. It seems the text is trying to evaluating the cost of investing in ATM terminals.
'Corporate allocations' in this context will refer to those cost that cannot be allocated anywhere else: such as the man power of senior management in head quater; the interest the investor/corporate have to pay on the bank lawn--they probably borrowed money to invest in these ATMs; rentals of the office to have people oversee the ATM operations, etc.
Hence I understand " the interest cost of cash" actually meant the interest rate on borrowed cash for the investment.

apologize: typo, shoul be 'bank loan'.
