J'utiliserai "taux", puisqu'il est question ici du taux de disponibilité de l'équipement militaire en question. Quant à "certifiable", je le traduirais par "vérifiable" ou à défaut par "pouvant être certifié" (moins littéraire, mais plus proche de la lettre du texte).
