agree Tony M : In the asence of further context, that was my thought too (as in drinks!) It could make sense, if it means 'without added lubricant', for example.

neutral Tony M : I have to say I think this is very unlikely: 'neat' in EN is not = 'clean', except in certain fairly specific contexts, where in any case it is more likely to mean 'tidy'
