When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

It simply means the same thing as "cheltuielile pentru". I think it would be more natural to say "cost of" doing something in English, no? In other words, monies paid in order to get a duplicate title deed issued, as the original was given to the buyer and the vendors don't have it any longer (according to my document - though why the buyer can't simply give it back, I don't know!)
As an aside, I would put "a" duplicate here rather than "the" as the duplicate hasn't been mentioned in the agreement previously. Romanian often prefers the definite article (even when new information is being introduced) where English would either use the indefinite article, or no article at all.
