Source text - Korean 금번 사고는 피보험자가 운영하는 선박에서 하선중인 피해자가 갑자기 발생한 파고로 인해 피해자 뒤편 이용자 2명이 넘어지면서 피해자를 압착하여 상해를 입은 배상책임사고와의 관련임.
피보험자 및 피해자 진술 : 사고일 부산연제구장애인협회에서 주최한 “장애인나들이 통영장사도행사”에 참여한 장애인 협회 소속의 장애인 80명이 담보선박에 승선하였다고 함.
사고는 장사도에 선박이 정박하고 장애인 2인이 선박에서 하선하던 중, 갑작스러운 파고로 피해자 2인이 앞으로 넘어지면서 피해자를 압착되면서 발생하였다고 함.
조사자 의견 : 피보험자, 피해자의 진술 및 담보선박의 선원이 선장 제외 1인에 불과하여 하선시 안전관리가 이루어지지 않았던 점을 감안 시 피보험자의 안전부주의로 인해 발생한 사고로 판단됨.

Statements of The Claimant and The Insured: On the incident date, 80 disabled people on the insured vessel participated in the “Tongyoung Jangsa Island Picnic Event of the Disabled Persons” hosted by the Yeoje-gu, Busan Association of Persons with Disability.
The vessel anchored to Jangsa Island, and the two disabled persons pressed the claimant as a sudden wave threw down the two while leaving the ship.
Surveyor’s Opinion: We judge that the incident was caused by the insured’s safety negligence, considering that safety management was not properly done since there was only one crew member except for the captain on the insured vessel.

Source text - Korean 사고 발생한 그린에너지발전(주)는 한국중부발전과 협약한 국내 발전회사로서, 강원도 태백시 매봉산 풍력발전단지 정상(해발 1,304m)에 4MW급 풍력 Turbine 7기를 설치하여 총 28MW급 규모로 풍력발전 설비를 조립공사 진행 중에 있음.
사고는 풍력발전 7호기에서 발생했으며, 상황은 아래와 같음.
2021년 1월 발전기 조립 완료 후 3월경부터 시운전 중이었으며, 사고당시는 시운전 단계 중 120시간 Trial Running Test(연속 시운전) 중으로 자동기동중인 상태였음.
최초 목격은 시공사 관계자가 출근하여 7호기 Blade가 파손된 것을 발견한 것으로 밝히고 있음.
C/R 설비 운전현황(Log Data) 자료로 기동 정지된 시간이 Blade 파손시간으로 추정하고 있고, 파손된 위치는 총 62m Blade 길이에서 Hub Space로부터 5m 이내 지점에서 발생되었음.
Translation - English Green Energy Generation is a domestic power generation company contracted with Korea Midland Power Co., Ltd. Seven units of 4MW-class Wind Turbine were installed on the top of Maebong-mountain Wind Power Complex in Taebaek-si, Gangwon-do (1,304m above sea level). A total of 28MW wind power generation facility is under assembly work.
The incident occurred at the No.7 wind generation unit, and the situation us as follows.
The generator was assembled on January 2021 and had been testing working since March. It was in automatic operation at the time of the incident since it was in the middle of 120 hours of Trial Running Test.
The first witness of the incident was an employee of the construction company who went to work and found out about the Blade breakage of the No.7 unit.
The operation shutdown time is estimated as the time of Blade breakage based on the C/R facility Log Data. The broken area is 5m from the Hub Space in the total of 62m blade.

Source text - Korean 동 사고는 상기 사고일시 사고 장소에서 피보험자 “김창성”이 피해 트랙터에 철근 콘크리트 기둥을 상차하는 작업 중 거리계산을 잘못하여 피해 트랙터 에어디플렉터를 파손 시킨 사고임.
피보험자 “김창성” 진술에 의하면, 상기 사고일시 경 적재물(철근 콘크리트 기둥)을 상차하는 작업을 했다고 하며, 피해 트랙터에 적재물(철근콘크리트 기둥) 4EA를 상차하다보니 차량의 앞쪽으로 바짝 붙혀 상차하던 중 크레인이 순간 미끄러지며 적재물(철근 콘크리트 기둥)의 철근 부분과 피해 트랙터의 에어디플렉터 부분이 접촉하여 사고가 났다고 진술함.
조사자 견해 : 피보험자 및 피해자 측 면담 결과, ①사고당시 피해 트랙터의 적재물이 적재되어 있는 사진, ②피해 트랙터의 파손 위치 등을 종합해 볼 때, 동 사고는 피보험자가 크레인 작업상 부주의로 인해 발생했을 개연성이 높을 것으로 사료됨.
Translation - English The incident is about the broken damage on the tractor’s air deflector by the insured “Kim Changsung” while loading steel concrete pillars on the damaged tractor due to a miscalculation of the distance.
According to the statement of the insured “Kim Changsung,” he was loading the luggage(steel concrete pillar) on the incident date while putting it close to the damaged tractor’s front since the luggage was 4EA. The incident occurred when the crane slipped for a moment, and the rebar part of the luggage collided with the damaged tractor’s air deflector.
Surveyor’s View : As a result of an interview with the insured and the claimant, we consider that there is a high probability that the incident occurred by the insured’s negligence in crane work, considering ① the image of the luggage loaded on the damaged tractor at the incident, ② the damaged area of the tractor.
