After Mongolia (Outer Mongolia) declared independence from the Qing dynasty and the Republic of China in the early 20th century, the region of Tannu Uriankhai increasingly came under Russian influence and finally became an independent communist state, the Tuvan People's Republic, which was annexed by the Soviet Union in 1944.

China proper, also called Inner China,[note 1] are terms used primarily in the West in reference to the traditional "core" regions of China centered in the southeast. The term was first used by Westerners during the Manchu-led Qing dynasty to describe the distinction between the historical "Han lands" (Chinese: 漢地, i.e. regions long dominated by the majority Han population) and the "frontier" regions of China where more non-Han ethnic minorities and newer foreign immigrants (e.g. Russians) reside, sometimes known as "Outer China".[1] There is no fixed extent for China proper, as many administrative, cultural, and linguistic shifts have occurred in Chinese history. One definition refers to the original area of Chinese civilization, the Central Plain (in the North China Plain); another to the Eighteen Provinces of the Qing dynasty.

There was no direct translation for "China proper" in the Chinese language at the time due to differences in terminology used by the Qing to refer to the regions. Even to today, the expression is controversial among scholars, particularly in mainland China, due to issues pertaining to contemporary territorial claim and ethnic politics.

And then there are the boundaries. The 1735 d’Anville map shows “China proper” as a landmass separate from areas like Xinjiang, Tibet, Mongolia and Manchuria. The island of Hainan is drawn in a different color, as is Taiwan. This depiction is utterly at odds with how history is taught here.

Article 50 - Definition of civilians and civilian population

1. A civilian is any person who does not belong to one of the categories of persons referred to in Article 4 A (1), (2), (3) and (6) of the Third Convention and in Article 43 of this Protocol. In case of doubt whether a person is a civilian, that person shall be considered to be a civilian.

若把俄国和苏联两个历史时期算一起，共侵占中国领土588.38万平方公里！这个面积相当于15.5个日本（37.8万平方公里），相当于164.4个中国台湾（3.578万平方公里）。
